It would also impact how insurance treats us. In a good way.
The Gov has until mid July to sign the bill, veto the bill or do nothing. If he signs it or does nothing then it becomes law 28 August. It will cover a 5 year period until 28 Aug 2014 when it will expire. This is supposedly to allow the impact to be studied.
If passed the new law will still require a helmet for those under 21 and for all riders on interstate freeways. The penalty for violating the law is a $25 one per day, non moving violation, no court costs ticket.
